The
Administration Department plays a central role in ensuring City Council policies and directives are effectively carried out while providing critical support across all City departments. This Department oversees key functions such as municipal management, public and intergovernmental relations, and special projects. It includes the City Manager’s and City Clerk’s Office, City Attorney, Public Information, as well as the Legislative Advocacy, Economic Development, Innovation and Information Technology divisions. Focused on collaboration, responsiveness, and ethical governance, the Administration Department is dedicated to supporting the community, elected officials, and city staff in building a strong, connected, and well-managed city.
What You’ll Do
As our new
Deputy City Clerk, you will:
- Prepare, coordinate, and publish City Council agendas and packets; attend council meetings, record minutes, and ensure follow-up on Council actions.
- Maintain and manage official City records, including ordinances, resolutions, contracts, and archival documents, ensuring compliance with records retention requirements.
- Ensure compliance with the Brown Act, California Public Records Act (CPRA), Fair Political Practices Commission (FPPC) regulations, and other applicable laws.
- Research, review and respond to requests made under the California Public Records Act (CPRA).
- Support and coordinate municipal elections, candidate filings, conflict-of-interest documentation, and required public notices.
- Serve as Acting City Clerk in the City Clerk’s absence and provide administrative support to the City Clerk’s Office and related committees and commissions.

What We’re Looking For
- Has strong knowledge of public agency recordkeeping, municipal elections, City Clerk functions, and applicable laws including the Brown Act, Public Records Act, Maddy Act and Fair Political Practices Commission regulations.
- Is experienced with records management systems (manual and automated), agenda and minute preparation, document formatting standards, and modern records archiving practices.
- Understands the structure and responsibilities of a City Council, municipal government operations, and relevant federal, state, and local laws.
- Can accurately maintain complex records, interpret legal documents and ordinances, and ensure compliance with mandated requirements.
- Communicates clearly, drafts professional correspondence and reports, provides excellent customer service, maintains confidentiality, and exercises sound independent judgment while meeting critical deadlines.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Education: High School Diploma or G.E.D. (required).
- Experience: Four (4) years of increasingly responsible clerical and administrative support experience in a public agency (required).
License/Certifications
- Possession of, or ability to obtain, a Notary Public Commission within one (1) year of appointment (desirable).
- Possession of, or ability to obtain, a Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks (desirable).
- Typing certificate demonstrating a minimum typing speed of 60 net words per minute with no more than 10 errors, dated no earlier than one (1) year from the date of application (desirable). Highly Desirable Qualifications
- Experience in a City Clerk’s Office.
- Spanish bilingual skills.
Physical Demands And Working Conditions
- Attendance at evening City Council meetings are required.
- Employees may be required to work overtime, weekends, evenings, and holidays as needed to meet operational needs.
- Mobility to work in a standard office setting and use standing office equipment, including a computer.
- Vision to read printed materials and a computer screen.
- Hearing and speech to communicate in person and over the telephone.
- The ability to lift, carry, push, and pull materials and objects averaging a weight of 10 pounds.
