Animal Care Supervisor (Customer Service)
Annual Salary Range: $90,000 - $105,000
Placement within this range is dependent on qualifications, experience, and ultimately established by the ARC Board of Directors. The ARC Executive Director of Animal Services will serve as the ultimate hiring authority. The ARC is not employed by the City of Ontario nor any other agency members. The successful candidate will be an at-will employee of the Animal Resource Center of the Inland Empire and ultimately they will be appointed by and serve under the ARC Executive Director of Animal Services.

Under administrative direction of the Assistant Director of Animal Services, the Animal Care Supervisor provides assistance in delivering the highest quality Animal Control and Sheltering Services to the community. The Animal Services Supervisor will develop, evaluate, and provide supervision to the Animal Services Representatives.

The Following Procedures Will Apply
- The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

Animal Resource of the Inland Empire Agency
On July 16, 2024, the Animal Resource Center of the Inland Empire (ARC) was established through a Joint Power Authority (JPA) Agreement with the member agencies being the cities of Chino, Montclair, Ontario and the County of San Bernardino for the west end unincorporated areas. ARC will be a full-service animal services agency providing both animal control and sheltering services to the member agencies, and will become operational on July 1, 2025. ARC is lead through a Board of Directors which is comprised of an elected official from each of the member agencies. In December 2024, the Board of Director appointed Clinton Thacker to be the inaugural Executive Director of the Agency where he brings over 20 years of public animal services experience including animal control, sheltering, and even has built and opened a new animal services facility. The Animal Resource Center of the Inland Empire has 35 full-time equivalent positions through three divisions of field, sheltering, and administrative. The service area for our agency is 95 square miles.

Examples Of Essential Functions
- Oversee the administration and clerical work of an assigned agency unit including, but not limited to, customer service, veterinary services, shelter services, admissions, citations, impounding, adoptions, spay and neuter, foster care, and licensing.
- Plans, organizes, supervises, and provides daily leadership for the work of assigned animal care staff; develops, implements, and monitors work plans to achieve animal shelter goals and objectives; participates in developing, implementing, and evaluating shelter kennel programs, processes, systems, and procedures to achieve goals and targets.
- Works closely with the Assistant Director of Animal Services in carrying out the vision, mission and objectives for the Agency.
- Establishes performance requirements and personal development targets.
- Regularly monitors performance and provides coaching for performance improvement and development; recommends compensation, provides other rewards to recognize performance, and takes disciplinary action, up to and including termination, to address performance deficiencies.
- Supervise and monitor the work of animal care personnel assigned to the Animal Care Center explaining policies and procedures, codes and requirements, investigating complaints, and evaluating staff performance.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; ensures policy and regulations are properly communicated to staff.
- Confers with other agencies and contracting agency representatives on questions regarding matters related to assigned areas of responsibility; negotiates and resolves issues that arise.
- Provides administrative support to the department, such as conducting special projects, reports, or compiling statistics; compiles and maintains posts, files, as well as a variety of records and reports relating to assigned programs.
- Receives and screens visitors and telephone calls which includes providing information and dealing with issues that may require sensitivity and use of sound judgment, respond to inquiries and complaints from the public, take complaint reports and requests for animal control services and prepares forms, prioritize service requests, and dispatches field officers.
- Performs intakes duties for animals brought to shelter; receives animals brought to the shelter and notifies owners, inputs data into animal management system, conducts preliminary health examinations and animal assessments, and creates forms documents and other necessary items.
- May conduct inventory check of animals to ensure all animals are accounted for; may check inventory of supplies in warehouse; prepare food and supply orders for department operations; organize supplies.
- Assist with preparation of Agency budget; ensure operations are maintained within established budget by reviewing and approving requests for overtime, equipment replacement, supplies, building upgrades, and equipment repairs.
- Participate in a range of community education and outreach programs in order to provide assistance, as needed
- Performs other duties as assigned.
Qualification Guidelines
Education
High school diploma or recognized equivalent.
Experience
Two (2) years of lead or supervisory experience in a public organization related to animal control, sheltering, public services, animal services, social services, healthcare, or a related field.
Licenses
- Valid Class C California driver’s license at time of appointment.
- Acceptable driving record at the time of appointment and throughout employment.
Special Requirements
Ability to work various schedules including day, evening, night, weekend, and holiday shifts as needed.
