The Finance Associate plays a vital role in managing utility billing and administering payroll for the City of Duvall. Reports to: Finance Director
Essential Functions
- Prepare and verify monthly, quarterly, and annual payrolls and payroll reports; respond to payroll-related inquiries.
- Maintain employment-related data on City employees, such as total hours, changes in name or address, salary changes, payroll deduction changes, tax exemptions, insurance coverages, and vacation and sick leave records.
- Calculate and pay state taxes, monthly federal taxes, medical premiums, and retirement sums.
- Accumulate, calculate, post, balance, and reconcile data and accounts as assigned. Investigate and resolve discrepancies as necessary under established procedures.
- Monitor routine or recurring billings to ensure they are paid up to date and in the proper period.
- Prepare periodic utility, financial, statistical or operational reports as assigned.
- Posts transactions to accounting records such as worksheets, ledgers, or computer files.
- Processes work orders for utility disconnections, reconnections, new orders, and other public works service requests.
- Processes meter reading data; prepares and mails utility bills; maintains current customer account files; assists in reconciling utility billing activity with the general ledger.
- Receives telephone calls and citizen visits concerning utility billings or services; handles questions and matters of a more technical nature; responds to citizen complaints.
- Pursues collection of delinquent utility accounts, including preparation and mailing of final notices, shut-off and turn-on orders, establishing and monitoring payment schedules, customer follow-up account research, and preparing liens and write-offs.
- Assist in other areas and perform other duties as assigned.
- Provide support to other department staff as required.
- Compose, input, and edit various correspondence, reports, memoranda, and other material requiring content, accuracy, and completeness judgment.
DESIRED MINIMUM QUALIFICATIONS:
- A High School degree or equivalent is required.
- A valid Washington State Driver's license.
- Be legally able to work in the United States.
- Significant experience working with financial database software is desired.
Knowledge, Skills and Abilities
- Ability to understand and apply principles governing payroll administration and payroll accounting methods and procedures.
- Ability to understand and apply knowledge of computerized payroll systems and accounting principles.
- Knowledge of recordkeeping, report preparation, filing methods and records management techniques.
- Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department-specific documents.
- Knowledge of computer software, including word processing, spreadsheet and database applications consistent for this position.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work products while adapting to constant changes in priority.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to understand and effectively carry out verbal and written instructions.
- Skill in researching and understanding complex written materials.
- Ability to prepare and maintain accurate and concise records and reports.
- Ability to communicate clearly, concisely and effectively in English with staff, administration, and the public in both written and verbal form; bilingual skills are a plus.
- Ability to define problems, exercise sound judgment, and address various situations.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
